Referendum: popular initiative creates Environmental Code

In a decision widely regarded as historic, the people of Marienbourg voted on 19 April 2026 to approve the creation of an Environmental Code, in what was the first popular-initiative referendum ever held in the country. The proposal, initiated by farm manager Mr. Everardo Matias, was introduced to the Ducal Diet after gaining the support of all residents of Pomerade, including the Prefect of the Municipality, HSH Prince Edison of Marienbourg. It establishes a document akin to the Civil Code called The Duke's Environmental Code, a unified body of laws governing environmental protection, responsibility for the use of natural resources, and the duties of citizens, businesses, and the State in relation to the environment.
The law mandates that initiatives from the People Assembled—the term officially used to refer to popular initiatives—be presented to the Diet for analysis; if it rejects the proposal, it automatically goes to a popular vote. However, in the case of unanimous territorial support, as in this instance where the entire population of Pomerade supported the proposal, the Diet has no decision-making power, and the proposal automatically goes to a popular vote.
Held throughout the day on 18 April 2026 by the Ministry of Home Affairs, the Referendum for the approval of the Environmental Code had the highest turnout of all votes ever held in Marienbourg, with 64% of voters participating, involving both resident and non-resident populations, and reaching the unprecedented number of 100% of votes in favor.
With the approval, the government of The Viscountess of Löwe is now expected to move forward with drafting and implementing the new code. Expected provisions include regulations on the preservation of natural areas, liability for environmental damage, oversight of resource exploitation, and penalties for environmental violations.
In a statement following the announcement of the results, Prince Edison, who forwarded Everardo's proposal to the Diet, described the referendum as “[...] a decisive step for the future of Marienbourg” and continued “[...] just as the Civil Code organizes the civil life of the nation, this new code will organize the relationship between the people and the environment”.
With this outcome, Marienbourg makes history not only by holding its first popular-initiative referendum, but also by enacting, through direct public will, one of the most significant legal reforms in its recent history.
Background:
The creation of an Environmental Code had been under discussion for more than a year, since the creation of the Minitry of Ecological Affairs in 26 January 2025. The proposal gained momentum in August of last year, shortly after the establishment of relations between Marienbourg and the environmentally conscious and dedicated nation of Flandrensis, which inspired conversations about environmental issues, recalling the Great Heat Wave of 2024-2025. Despite this, for months the environmental issue remained buried under other matters, until the announcement of the appointment of an Ambassador of Flandrensis to Marienbourg in March 2026, which—after the resolution of the Citrus Standard issue that dominated Marienbourgish politics between the middle of last year and January of this year—rekindled the environmental debate, including among the resident population not so involved in micronational political affairs.
Mr. Everardo Matias, who manages the Carvalho Brothers Farm alongside Prince Edison and had already been establishing environmental regulations in accordance with Brazilian law that overlaps with the region, became aware of the talks about the environment in the micronational sphere through Prince Edison and casually suggested that the government of the small duchy could give clearer and stricter instructions than the Brazilian ones, compiling everything into a document.
