Ducal Diet creates two new seats and goes from 8 to 10 members.
On 18 August 2023 the Ducal Diet approved Bill No. 61, which after receiving ducal assent on the same day, became Law No. 44 by which two new elective seats were created for the Diet, one for each electoral district, and which reduced the number of members of the chamber appointed by the Monarch from 1/3 to 1/5, also establishing rules by which the Sovereign must abide by when appointing parliamentarians.
The bill is authored by The Most Worthy Mr. Jonathan Scherer (PP), Lord President of the Diet, under the auspices of His Majesty which, unanimously supported by the other parliamentarians after individual consultation with each one, aims to strengthen democratic practice in the country. In this way, the project had unanimous approval and was voted on, approved and sanctioned on the next day on which it was presented.
Now the Ducal Diet has 10 members, instead of 8. Of these, 8 are directly elected and 2, i.e., 1/5 of the total, are appointed by the Sovereign in a way that does not alter the balance between the parties in the chamber, that is, for example, if out of 8 elected members 5 are from Party A and 3 are from Party B, the Monarch cannot appoint two members from Party B, which would give both an equal number of parliamentarians, despite one party having received more votes than the other; he must respect the electoral majority of Party A. In this hypothetical case, the Sovereign must appoint one member from each party, so Party A would have 6 seats and Party B would have 4. In another example, if Party A elected 7 parliamentarians and Party B only one, however, the Monarch could appoint two members of Party B in order to solidify a parliamentary opposition without affecting the performance of Party A, thus balancing the parties and contributing to the representative democratic process that necessarily includes debate between opponents.
